This position currently falls within our hybrid model, allowing the employee to typically work a minimum of 50% of your time at your regular work location and the other 50% of time at home.

JOB DESCRIPTION

Job Summary

Reporting to the Director Human Resources, the Human Resources Consultant is responsible for providing client focused HR strategy, operational guidance and programs that are aligned with the corporate people strategy, as well as corporate and departmental strategies.

Education

  • Post-secondary degree in Business Administration, Human Resources, or equivalent.
  • Additional certifications or diplomas in Human Resource Management is preferred.

Knowledge

  • 8 years’ experience in Human Resources within multiple functional HR areas.
  • Above includes 3 years management level experience.
  • 10 ears’ experience in Human Resources within multiple functional HR areas, including Municipal sector is preferred.
  • Above includes 5 years management level experience is preferred.
  • Professional certificate in Human Resources, such as the Certified Human Resources Professional (CHRP), or equivalent.
  • Certified Human Resources Leader (CHRL) is preferred.

Responsibilities

  • Supports the development and execution of people strategies, working closely with Departmental business partners to understand their business drivers and provide integrated people solutions supporting their business objectives and people requirements (45% of time).
  • Advises and develops strategies on succession planning, career planning, staff development and learning, and attraction/redeployment to ensure the client has the necessary talent in place for current and future needs.
  • Consults with Managers in the development of performance coaching and development programs, advising on a range of human resources issues and solutions, conducting team facilitation sessions, and advising on return-to-work programs to ensure the client has successfully performing teams and staff.
  • Provides leadership, advice and guidance on business planning & organizational issues in support of strategic and operational objectives and people management strategies (30% of time).
  • Leads client based strategic HR projects (or the HR portion of a larger operational project) that are complex and/or multifaceted in nature.
  • Influences client on HR projects while levering HR competency or subject matter expertise.
  • Facilitates succession planning initiatives for client groups, in partnership with OD.
  • Provides HR leadership in Client Group organizational change.
  • Provides support and technical expertise to facilitate the integration of HR programs and services (15% of time).
  • Provides insights to the HR specialist areas on the unique needs of client business, work cultures, and operational opportunities/risks in order to support the development, launch, and ongoing maintenance of key HR programs.
  • Advocates on behalf of the clients and on behalf of HR to facilitate consistency in practice, sound solutions, and a high degree of collaboration between HR and business partners.
  • Consults with competency areas for relevant implications of Organizational Design work (e.g., Total Rewards for Compensation/Cost impacts), ensuring all relevant HR competency areas are updated on issues that may impact their teams.
  • Provides research and metrics analysis, presentation, and recommendations (10% of time).
  • Interprets, evaluates, and diagnoses effectiveness and efficiencies, using client group people metrics.
  • Presents client people metrics, themes, recommended actions, and interventions with management teams.
  • Supports long-term HR strategic planning efforts with clients, using metrics.
  • Recommends the introduction of new metrics as required.
  • Performs ad-hoc analysis to support client’s business and HR program delivery.
  • Perform other related duties and responsibilities as assigned or required.

Special Requirements

In accordance with the Corporate Criminal Record Check Policy, the position requires the incumbent to undergo a Criminal Records Check and submit a Canadian Police Clearance Certificate.

Must maintain ability to travel in a timely manner to other offices, work locations or sites as authorized by the Corporation for business reasons.

May be required to support emergency operations under the incident management structure, at the direction of the Emergency Operations Centre Director.
