Manager, Compensation and Benefits
Reporting to the Director, Human Resources, the incumbent will manage the strategies, development, design and implementation of compensation, pension and benefit systems, policies, programs and processes for Regional Council and employee groups to ensure those systems, policies, programs and processes are innovative and align with corporate and client strategic objectives, relevant legislation and requirements, are cost effective, competitive, and sustainable, and support the organization's talent management, total rewards and healthy workplace goals.
The incumbent will:
- Strategize, design, implement, administer and continuously improve pay and benefits systems, policies and procedures
- Recommend and maintain the Region's compensation and benefit strategies for competitive positioning and alignment with strategic goals
- Conduct job evaluation program planning and management, ensuring the integrity, timeliness, efficiency, equity and legislative compliance of job evaluation policies, processes, practices and job documentation
- Provide oversight and strategic consulting advice and recommendations to the organization related to reorganizations, job restructuring and job design
- Manage insured and non-insured benefits administration including making recommendations for plan design and administration improvements and ensuring consistency, sustainability, sound fiscal management, effective customer service and value for service provided
- Manage OMERS Pension administration including monitoring and ensuring compliance with ongoing and changing OMERS requirements
- Develop, lead, manage and coach Compensation and Benefits staff
- Provide input to Compensation and Benefits budget and monitor related expenditures
- Provide information, costing, analysis and advice for unionized pay and benefits bargaining and participate in pay and benefits related grievances, mediations and arbitrations
- Manage the RFP/remarketing processes for the Region's benefits provider and benefits consultant contracts
The successful applicant will possess:
- A university degree in Business Administration/Human Resources Management or equivalent combination of education and experience
- Certified Compensation and/or Benefits designations (CCP, CEBS) or equivalent, CHRP would be an asset
- Extensive experience in the compensation and benefits field in a leadership capacity, preferably leading a multi- disciplinary team in the public sector and unionized environment
- Extensive experience in job evaluation processes/facilitation, pension and benefits administration and managing complex compensation and benefits programs across a diverse employee group
- Strong knowledge of compensation and benefits principles, theories, design, programs, processes and best practices, Pay Equity legislation, Human Rights Code, Employment Standards legislation, OMERS Act and related administration rules and practices, job evaluation principles and design, organizational design structures and theories, and labour relations principles
- Demonstrated leadership skills with the ability to coach and develop others
- Excellent verbal/written communication and interpersonal skills
- Strong presentation and facilitation skills
- Advanced conceptual, analytical, mathematical and statistical skills with the ability to plan and think strategically
- Strong project and change management skills
- Enhanced problem-solving and conflict management skills
- Superior attention to detail with an emphasis on data integrity and report writing
- Results-oriented with the ability to work in a fast-paced environment
Management & Exempt Salary Grade 7
Salary: $108,242 to $135,302 per annum
