What you will do:
Reporting to the Director of Human Resources, your primary responsibilities will include, but are not limited to, the following:
- Provide specialist expertise and oversee the daily operation of many key HR programs including compensation, benefits, pension, and human resource information systems (HRIS).
- Ensure effective and efficient service delivery to City departments through implementation of process improvements by leveraging technology and focusing on specialty best practices, while ensuring compliance to applicable legislation (ESA, Pay Equity, Pension Act)
- Manage and coordinate the work activities of the Pension and Benefits Specialist/HRIS and HR Coordinator - Compensation and Benefits and ensure accurate records management, information reporting and HR related transactions in the areas of compensation, benefits, pension, and HRIS.
- Collaborate and maintain strong relationships with external vendors to ensure effective service delivery, achieve positive employee experiences, and to optimize the value of benefits offerings.
- Support and collaborate with other members of the HR team on accommodation matters for employees approved for or transitioning to long-term disability benefits
- Lead assigned projects with awareness and attention to positive employee and labour relations.
- Manage benefit plan annual renewals and marketing plans; identifying opportunities for improvement and cost savings and ensuring the carrier meets corporate service needs.
- Provides leadership and oversees the day-to-day administration of employee benefit programs for union and non-union policies including Extended Health, Dental, Flex, Life Insurance, Long-Term Disability and the OMERS pension plan.
- Obtain approvals from leadership and council where required and communicate changes to benefits plan policies across the organization.
- Research, design, and implement strategic and competitive salary structures and compensation programs.
- Conduct salary administration reviews, considering market competitiveness and the City’s ability to attract and retain great talent. Oversee the completion of salary surveys and complete requests for salary information.
- Conduct wage and benefits analysis to cost the impact of collective bargaining proposals pertaining to compensation and benefits.
- Oversee the job evaluation maintenance programs for all employee groups, leading job evaluation projects as required and working directly with third party consultants.
- Oversee salary administration activities including annual increases and system changes for the implementation of collective agreements and management reporting needs, working closely with HR staff and payroll.
- Provide leadership and guidance to leverage HRIS technology and tools to promote process efficiencies and to manage employee database information.
- Manage multi-phase system implementation projects to enhance HRIS functionality.
- Oversee work with HR and internal business partners on system design to ensure integrity of information and to provide input when creating management reports that enhance business decision making.
- Represent Human Resources management working collaboratively with other departments on project teams and committees.
- Support and collaborate with other members of the HR team to address complex employee or labour relations matters related to compensation and benefits.
- Manage direct reports providing performance feedback, coaching, development, and conduct annual performance appraisals.
- Lead direct reports in the provision of service excellence by ensuring high levels of communication and responsiveness to internal customers
- Act in the absence of the Director, attending Council meetings, Committee meetings, and Corporate Services Management Team meetings
- Prepare and present strategic compensation and benefits recommendations to the Corporate Management Team and Council, as required.
- Lead HR policy and program development and participate in the development of the HR business plan with responsibility for the execution of priority projects and initiatives.
- Provide input into divisional budgets and processes.
What you will bring:
- Post-secondary degree in business or related discipline and Human Resources Management diploma or certificate with a minimum 7 years progressive Human Resources experience including, generalist, benefits and compensation specialist, and leadership experience; equivalent combinations of education and experience will be considered
- Certified Human Resources Leader (CHRL) designation required.
- Certified Compensation Professional (CCP) and/or Certified Employee Benefits Specialist (CEBS) designation is preferred; candidate should at least be working towards a relevant designation.
- Municipal, public sector or related work experience in a unionized work environment required.
- Demonstrated ability to analyze, investigate and resolve complex issues.
- Strong process orientation with attention to accuracy and detail.
- Ability to work with a variety of internal and external partners, including Council.
- Sound project management, program development and policy-writing skills.
- Solid understanding of HRIS development and maintenance.
- Advanced skill level in Microsoft Office.
- Excellent communication skills including report writing and presentation skills.
