Temporary Human Resources Generalist (up to 13 months in duration)

Reporting to the Senior Labour & Employee Relations Advisor, the HR Generalist is accountable for developing and implementing a variety of progressive recruitment strategies, initiatives and technology to ensure access to skilled candidates to meet the Corporation’s current and future workforce needs.  Working within assigned client group, offers general advice and guidance on recruitment and other HR matters including, salary recommendations, job evaluation processes, performance management, collective agreement interpretation, health and safety processes, training, benefits administration, attendance management, etc. in accordance with Town policies and collective agreements.  Undertakes special projects as assigned.

Job Duties Include

  • Works closely with hiring managers and is the key resource to the HR team ensuring that recruitment and selection functions are handled in a timely manner for select client groups.
  • Coordinates and supports the recruitment of full-time, part time and seasonal positions; prepare job postings, develops interview guides, schedules and leads the interview process; makes offers of employment; conducts references; arranges and reviews technical and competency skills assessment testing (if applicable).
  • Ensures recruitment and hiring process is done in accordance with Town policies, collective agreements and applicable legislation.
  • Monitors recruitment effectiveness using quality indicators, benchmarks, statistical analysis, etc., and reports any issues to Senior Labour & Employee Relations Advisor.
  • Responsible for the effective implementation and integration of social media recruitment techniques and external advertising with other online media providers.
  • Working within assigned client group, offers general advice and guidance on other HR matters including, salary recommendations, job evaluation processes, performance management, collective agreement interpretation, health and safety processes, training, benefits administration, attendance management, etc.  in accordance with Town policies and collective agreements.
  • As a member of the HR team, the position contributes to the development, monitoring and evaluation of human resources strategies, policies and programs that support achieving organizational objectives; enhance individual, group and team effectiveness.
  • May be required to assist with benefit and pension administration for all aspects of the benefits/pension programs (Exempt, CUPE, Fire, Retirees, Council) including but not limited to administering benefit enrollments, terminations, leaves of absence, death benefits, benefit changes etc.

Qualifications/Skills

  • College Diploma or University Degree in Human Resources or equivalent combination of education, training and experience deemed appropriate.
  • Certified Human Resources Professional (CHRP), or equivalent Human Resources Designation, or equivalent education and experience.
  • A minimum of five (5) years’ experience in recruitment with a minimum of three (3) years general experience in other areas of HR, preferably in a municipal environment.
  • Knowledge of employment and related legislation (Human Rights Code, Employment Standards Act) and ability to interpret legislation and collective agreements accurately.
  • Advanced computer skills in Microsoft Office (Word, Excel, PowerPoint); demonstrated experience working with Applicant Tracking Systems (TALEO an asset).
  • Skills in the use of talent sourcing and selection techniques including social media and other online recruitment methods (e.g. LinkedIn, Twitter, YouTube, Pinterest, Facebook, Google, mobile recruiting) to support outreach and employment marketing.
  • Experience in benefits administration and dealing with multiple benefit plans in a municipal unionized setting is preferred.
  • Excellent analytical skills and strong attention to detail.
  • Discretion and tact when dealing with sensitive and confidential matters.
  • Valid Class ‘G’ Ontario driver's license with a clear driver's abstract.
  • Ability to provide a current criminal record check that is satisfactory to the Town.

What is Offered to Staff 

  • Rate of Pay: $84,238 - $105,298 per year
  • Hours of Work: This 13-month contract is a non-union position that works 35 hours per week.   The hours of work are Monday to Friday from 8:30 a.m. - 4:30 p.m.
