What will you do?
- In conjunction with the Director of Human Resources, you will support the County, and upon request, our seven (7) Local Municipal Partners (LMPs), in relation to Labour Relations, workplace investigations, training and HR policy development.
- Overall responsibility for the Accessibility compliance and Diversity, Equity and Inclusion (DEI) planning and program development for the County and all seven local municipalities.
- Work closely with departments to understand their service and HR needs, and provide advice on complex human resource, labour relations and leadership issues.
- Contribute to building an inclusive, diverse, equitable and accessible workplace and community.
- Assist in the planning, research, preparation and costing of collective agreement negotiations.
- Lead and participate as required in labour relations matters including union-management meetings and grievance procedures.
- Investigate, address and resolve employee/labour relations issues, including disciplinary matters.
- Research, develop and implement Human Resources, Accessibility and DEI policies, programs and training.
- Review corporate policies with a DEI lens and make recommendations for advances.
- Investigate and provide recommendations in regard to respectful workplace, workplace harassment and violence complaints.
- Lead senior level recruitment and selection processes.
- Assist with and support the disability management, workplace accommodations and return-to-work processes, as needed.
- Participate in the preparation of the annual departmental operating budget.
- Facilitate general Human Resources duties, which include labour relations, pay equity evaluations, collective agreement negotiations, employee relations and labour management concerns.
- Lead and support the Joint Accessibility Advisory Committee (JAAC), including updating the joint multi-year accessibility plan, projecting future needs and making recommendations to ensure that the County and LMPs are proactive in advocacy.
- Ensure ongoing compliance with evolving legislation regarding accessibility and report to the JAAC, County Council and local municipal Councils as appropriate.
- Develop, coordinate and implement all training initiatives related to Accessibility and DEI for the County and local municipalities.
- Coordinate accessibility audits and site plan reviews for facilities, programs and services and make recommendations for improvement.
- Acts in the Director of Human Resources capacity as designated.
- Other corporate or human resources duties as required.
What will you bring?
- University degree specializing in Human Resources or Labour Relations.
- CHRL designation or equivalent certification.
- Three to five-years’ experience in a Human Resources leadership role with specialization in labour. relations, performance management, Accessibility compliance and DEI plan implementation.
- Strong knowledge and experience in the areas of collective agreement administration and workplace dispute resolution is required.
- Advanced computer skills, with proficiency using MS Office programs and HRIS, including accessible documents.
- Excellent verbal and written communication, research, organizational, analytical and problem-solving skills are required.
- Must have the ability to travel to various locations throughout the County of Elgin.
