Position Summary

Under the direction of the CAO, the Director of Human Resources is responsible for the strategic leadership, implementation and delivery of corporate strategic human resources services within the Town of Midland.  The Director is responsible for planning, directing and having the overall responsibility for the operation of the department including, employee and labour relations, equity, diversity and inclusion initiatives, recruitment and selection processes, compensation, salary and benefit administration (including payroll), job evaluation, performance and attendance management, human resource information system administration and oversee disability management and return to work, quality of work-life initiatives, operational HR processes and policies and occupational health and safety. 

Duties & Responsibilities

Human Resources

  • Oversee the corporate recruitment function including negotiate and/or authorize offers of employment on behalf of the Corporation; ensure appropriate employee orientation, conduct and/or monitor the exit interview process.
  • Recommends, monitors, and manages the performance management program for all departments.
  • Lead in the collective bargaining process including providing advice, interpretation, and strategy in preparation for contract negotiations; negotiate collective agreements with bargaining unit representatives; implement Council approved collective agreement amendments; monitor the administration of collective agreement. Comment and provide advice to managers on all grievances submitted; coordinate and facilitate ad hoc labour/management meetings.
  • Manage, plan, and direct research into issues affecting corporate human resource programs/services including changes to employment legislation/regulation and analyze implications of same in consultation with the CAO/legal counsel, formulate strategies and recommendations for new/revised policy/program needs.
  • Coordinate, recommend, and implement corporate training and development policies and program(s) and monitor the respective budgets.
  • Provide advice/guidance/interpretation on employment policies, practices and legislation as required/requested; coach line managers on employee and organizational design effectiveness issues/strategies; counsel employees with their concerns, as required.
  • Respond to enquiries from and/or liaise with staff, elected officials, other department/levels of government/agencies, local boards/commissions, bargaining units and/or employee associations, employment applicants, legal counsel, consultants, contract services, etc., on corporate human resource programs, policies and practices, employment opportunities, contract/legislative requirements, and other personnel matters as required.
  • Manage the maintenance, confidentiality/security, and retention of corporate personnel files and personnel records; prepare and/or authorize confirmation of employment requests, as required.
  • Assess adequacy of training budgets within Departments. Research grants and funding related to Human Resources.
  • Formulate Terms of Reference and make recommendations on the hiring of consultants to assist with and/or undertake projects related to human resources activities, as required; monitor their project work, and administer the agreement(s).
  • Prepare reports, make recommendations/presentations and attend Council/Committee, Department Head, community group, public and/or other meetings, as required.
  • Provide input on corporate planning and strategic initiatives; lead and/or participate on project teams, as assigned; and champion the corporate mission and values departmentally, among departmental colleagues and corporately.

Payroll & Benefits

  • Audit and approve the bi-weekly payroll submissions.
  • Work in partnership to facilitate the corporate compensation program including conducting job analysis, preparation of job descriptions, ensuring compliance with Pay Equity legislation, and the institution and maintenance of internal equity; co-ordinate and/or conduct market research, external salaries and benefits surveys, associated analysis and recommendation, preparation of salary grids and compensation policies, and associated records management.
  • Leads the pay equity banding committee and any committee relating to job banding.
  • Supervise the benefits administration function including overseeing the researching and monitoring of external/market benefits packages, claims administration, benefit package cost analysis and carrier performance evaluation, policy review and recommendation and perform associated liaison functions.

Health and Safety

  • Manage the corporate Health and Safety function including monitoring departmental work practices and Health and Safety Committees for compliance with legislation, enhancing awareness of health and safety issues in the workplace; managing the WSIB claims process function including recommending strategies, acting as corporate representative and implementing outcomes for WSIB hearings/appeals/challenges, etc. and the Return-to-Work program.

Leadership

  • Leads and directs staff and operational administration of the human resources team.
  • Provides leadership to all staff and acts as a guide on human resources related matters to all supervisors, managers, senior leaders and Members of Council.

Strategy and Results

  • Responsible for the development and implementation of goals and objectives and long-range plans for the department and/or organization.
  • Participates in the development of corporate strategies, policies and directions in collaboration with Senior Management. Formulates strategies and directs actions at the department and corporate level with the specific intention of impacting the effectiveness of programs delivered in support of the Corporation’s goals and objectives.
  • Develops appropriate and value-added input into leadership excellence, utilizing leading edge management best practices.
  • Initiates improvement projects consistent with the goals of the Corporation with respect to customer service, fiscal responsibility, and leadership excellence.

Relationship Building

  • Regular contact with senior management, legal counsel, unions and respective Boards with respect to negotiating collective agreements, establishing a mandate, responding to employee grievances and identifying satisfactory resolutions and providing advice or guidance as appropriate.
  • As requested, provides appropriate and value-added effective recommendations/advice/opinions to the CAO/Senior Leadership and Members of Council in corporate decision-making and on controversial or sensitive and confidential issues.
  • Makes presentations and provides advice/guidance on procedural, legal, labour relations issues and strategies, major service agreements, partnership proposals and internal studies, and significant new or pending legislation and regulatory guidelines.
  • Build strong positive working relationships with staff at all levels.
  • Responds to inquiries from and/or liaises with elected officials, internal divisions/departments, other governments/agencies.

Qualifications and Requirements

  • Post-secondary degree in Human Resources Management, or equivalent, including Certified Human Resources Leader (CHRL) Designation.
  • Minimum seven (7) years of experience in a unionized environment in a managerial role directing the work of others.
  • Class “G” Driver’s Licence in good standing and a reliable vehicle for use on corporate business.
  • Thorough working knowledge of applicable legislation; labour relations principles and practices, job evaluation methods, health and safety, compensation and benefits, recruitment techniques, policy development and administration, human resources planning and organizational design strategies, and local government functions/responsibilities.
  • Due to the responsibilities of this position, a Police Information Check satisfactory to the Town is required.
  • Completion of AMCTO education courses such as the Municipal Administration Program (MAP) or equivalent specialized training/education is preferred.

Working Conditions

  • Work in standard indoor office environment.  
  • Normal work week is 35 hours, Monday to Friday with a one-hour unpaid lunch. 
  • Ability to work outside of standard office hours for attendance at meetings, including Council, Board/Committee meetings or hearings. 
  • Travel may be required.
