Manager, TA & OD

The Manager, Talent Acquisition & Organization Development is responsible for the creation, recommendation and execution of organization wide, inclusive strategies and programs to acquire talent, build leadership and employee capability and capacity to meet the current and future needs of the Region. Programs will focus on acquiring and onboarding talent, building a resource and succession pipeline, performance management, coaching and supporting the development and retention of employees. A key priority will be the continuous improvement of organizational effectiveness at a systems level in relation to talent planning, acquisition, on-boarding development, recognition and retention as well as building team expertise in the design and implementation of strategic talent related HR programs, processes, systems and tools with a focus on integrity, equity and inclusion.

 

Reporting to the Director, Human Resources, the incumbent will:

  • Be responsible for the strategic planning, recommendation, management and execution pertaining to talent acquisition, talent development, talent management, rewards and recognition, change management and other related human resources programs
  • Lead the on-going development and implementation of talent acquisition processes to ensure the corporation is attracting, retaining and promoting the strongest, most suitable candidates for all position in an inclusive, equitable   and efficient manner
  • Provide leadership and direction on the design, development, implementation and continuous improvement of organization-wide learning and organization development policies, programs and activities that build the knowledge, competencies, capabilities and skills of employees at every stage of their career
  • Manage and improve the talent management process related to performance, reward and recognition and career development to maintain and improve the organization culture and solidify an inclusive and engaged workforce
  • Act as functional business resource on HRIS related systems and tools pertaining to talent acquisition, development and management
  • Maintain solid knowledge of Regional labour relations issues and case law pursuant to area of specialization
  • Provide leadership and direction on return-to-work programs for employees being accommodated outside of their core position
  • Model behaviours and practices that establishes an inclusive and diverse culture in the workplace
  • Manage the operations, staff and budget resources for the Talent Acquisition and Organization Development section within the Human Resources Department
  • Coach, mentor and develop large team of human resources professionals- Collaborate and partner with departments on Corporate initiatives as required

The successful candidate will possess:

  • Completed post-secondary education in Human Resources or related discipline
  • Certified Human Resources Leader designation and Adult Learning Certificate preferred
  • Progressive experience within human resources with a focus in talent acquisition and/or organization development portfolios
  • Demonstrated experience as a people leader, recognizing and valuing the unique combination of traits and personalities of all individuals and intentionally respecting, welcoming, and ensuring everyone has opportunity to succeed
  • Extensive knowledge of recruitment and selection best practices
  • Thorough knowledge of adult learning principles and organizational development and effectiveness principles and theories
  • Current knowledge of general human resources theories and principles, Human Rights legislation and Case law- Experience with Collective Agreement interpretation
  • Working knowledge of HRIS related to talent acquisition and organization development programs and processes- Strong decision making and creative thinking skills
  • Political acumen, client-centric focus and the ability to interact with all levels of staff
  • Excellent communication and presentation skills with an ability to listen, collaborate, negotiate and influence- Ability to demonstrate professionalism and maintain confidentiality

Management & Exempt Salary Grade 7

  • Salary: $104,048 to $130,060 per annum
