What You Will Do:
- Working together as a member of the Human Resources Management team, this is an exciting opportunity for a strong human resources generalist to support a growing organization and strengthen the human resource function.
- Under the direction of Council, the Chief Administrative Officer, and the Director of Corporate Services/Clerk, serve Town departments by providing expert and sound human resources advice, consultation and guidance and liaise with external partners as required.
- Lead Human Resources functions in the areas of, recruitment and selection, health, safety and wellness, employee and labour relations, total rewards, talent management, employee engagement and recognition, inclusivity, policy and compliance, organizational planning, and human resources administration and reporting.
- Develop Human Resources best practices, policies, and procedures, including program implementation and administration recommendations, and lead corporate wide improvement initiatives.
- Develop, analyze, measure and report on human resources metrics for the Town; prepare reports and make recommendations to the CAO, Directors and Council.
- Ensure proper administration of the Town’s Health and Safety programs; makes recommendations to the CAO and Departments regarding measures to ensure safety in the workplace and employee health and well- being; and provides advice on disability claims management.
- Serve as a champion for employee learning and development, identify corporate training opportunities, ensure effective co-ordination of training and development programs (on-the-job and off-site) to address skills improvement requirements; and evaluate the effectiveness of training programs or interventions.
- Participate in collective bargaining preparations, research, and proposal writing, serve on the Town’s Negotiating Committee and may act as spokesperson for collective bargaining; make recommendations to the CAO and Council related to bargaining and the negotiation of the collective agreement.
- Undertake special projects and perform other duties as assigned, in accordance with departmental or corporate objectives.
This position reports to the Director of Corporate Services/Clerk or designate.
We are looking for a team player who is enthusiastic, customer service focused and who has the following:
- University degree or diploma in Human Resource Management or a closely related program and a CHRP or CHRL designation.
- 5-7 years progressive Human Resource Management experience in a unionized work environment supporting a diverse client group and a minimum of 5 years in a management or senior staff role.
- Work experience in a municipal or public sector work environment would be preferred.
- Solid understanding of HR principles, best practices, and experience delivering expert HR advice in the areas of recruitment and selection, health, safety and wellness, employee and labour relations, total rewards, talent management, employee engagement and recognition, inclusivity, policy and compliance, organizational planning, and human resources administration and reporting.
- Demonstrated ability to influence change within an organization.
- Exceptional ability to initiate and follow through in a multi-tasking environment.
- Outstanding relationship building and employee coaching skills.
- Demonstrated knowledge of Health and Safety concerns and related issues.
- Demonstrated skills in labour and employee relations with related negotiating skills.
- Strong interpersonal, administrative, organizational, analytical, problem-solving, communication, report-writing, research, time management and supervisory skills.
- Ability to think and act strategically and appropriately in a political and community service environment, and to deal with the public, staff, contractors, and elected officials in a friendly, courteous, and effective manner.
- Excellent computer skills utilizing the Microsoft Office suite of products and the Internet.
- Ability to provide a current and acceptable Criminal Reference Check.
- Class “G” Driver’s license in good standing and reliable vehicle to use on corporate business.
- Physical demands require occasional lifting of up to 25 lbs.
- Work outside normal working hours and availability to attend evening and/or weekend meetings or other events if required.
