JOB DESCRIPTION

This is an exciting opportunity for an experienced HR professional to contribute to the delivery of services to the York Region community through our People, Equity & Culture Branch. Working closely with front line leaders, you are a coach and advisor, supporting them in the implementation of positive people management practices. Your HR experience includes experience in a unionized, operational setting, and experience working with social services or health care settings is particularly beneficial.

Reporting to the Senior Human Resource Business Partner (Sr. HRBP), the Human Resources Consultant (HRC) is responsible for delivering high quality, effective and consistent human resources (HR) consultation, providing support aligned to business objectives and corporate strategies, and providing advice on general HR issues and concerns to designated departments. The HRC works collaboratively with business management and the broader People, Equity & Culture team as required to develop and implement appropriate solutions to meet client needs and is also responsible for the day-to-day administration and/or interpretation of HR policies, processes, programs and practices. York Region has implemented a Hybrid workplace model which would allow the successful candidate to work in office or from home, subject to business requirements. At times, given the focus on supporting front line leaders, there is a requirement to visit other Regional work sites to meet business needs.

MAJOR RESPONSIBILITIES

• Advises management on the administration and appropriate application of HR policies, collective agreements, procedures and standards as well as applicable provincial and federal legislation/regulations (e.g. Employment Standards Act, Ontario Human Rights Code).

• Acts as an internal consultant by analyzing and recommending solutions on a variety of HR issues based on an understanding of client’s business goals, objectives and operating environment.

• Builds strong relationships with the department’s management team and is seen as a trusted advisor.

• Develops and maintains effective business partnerships with clients in order to understand and integrate their fiscal, policy and program planning and business needs with the appropriate HR services and supports.

• Ensures superior delivery of HR services to the departments by providing planning and coordination expertise to ensure the effective implementation of key HR programs and initiatives for the assigned department.

• Develops and delivers presentations on HR principles, practices and programs to clients, as required. Supports the development of communications and documentation related to HR practices for assigned client purposes, ensuring alignment with organizational and People, Equity & Culture objectives.

• Oversees administration of HR programs and initiatives in the assigned department(s).

• Ensures work is performed in a safe manner and follows all requirements of the Occupational Health & Safety Act, including the utilization of all required health and safety equipment and protective devices.

QUALIFICATIONS

• Degree from a recognized university with specialization in HR or knowledge of HR concepts, policies and practices acquired through formal academic training and/or relevant years of experience in an HR generalist capacity.

• Minimum of five years’ of progressive experience in complex public or private sector unionized work environments.

• Demonstrated business literacy and consulting skills with demonstrated ability to persuade/influence business leaders. Superior knowledge of relevant provincial legislation, acts and regulations as well as employee and labour relations trends and issues.

• Demonstrated knowledge of contemporary HR practices. Knowledge and demonstrated ability in corporate core competencies including communication, innovation, teamwork and collaboration, initiative and personal accountability.
