The Corporation of The City of North Bay (“The City”) is accepting applications for the position of Chief Administrative Officer (CAO).
As the ideal candidate and the new Chief Administrative Officer, you are an inspiring leader, a strong consensus builder and an exceptional communicator. In addition, you are known for your business leadership and acumen, your commitment to leading practices, continuous improvement, service delivery excellence and fiscal accountability.
Working with the Mayor, Council, business community and your senior team, you will add energy, ideas and direction to growing our city. With a budget of over $240 million and a workforce of over 500 staff, you will lead the coordination and administration of all departments and operations through our Senior Management Team. You will be instrumental in our growth by championing and ensuring the adoption of leading practices and the effective and efficient delivery of our strategy and services. Key to your success will be your ability to remove barriers to expansion and growth and cut red tape while being fully committed to transparency and exceptional communications to our citizens, stakeholders and staff. Your strong strategic financial planning and budgeting skills will further enhance our organization by ensuring our growth is both fiscally responsible and sustainable.
KEY QUALIFICATIONS
- Education: Post-Secondary education (diploma or degree) in a related discipline.
- Leadership: Minimum 10 years of successful senior executive-level experience in an administrative leadership capacity in a large, complex, multi-stakeholder public or private sector organization.
- Strategic Thinking: Proven ability to think and act strategically in a complex multi-stakeholder business environment, including the ability to conceptualize and implement organizational change strategies.
- People Leadership: Exceptional leadership skills, including the ability to direct, motivate, evaluate, and recognize staff; proven ability to share skills and knowledge with others; experience in all components of human resource management.
- Business Planning and Management: Experience in business management, planning, and budgets and finance. Proven acumen in business, financial and human resource management best-practices with the ability to improve organizational effectiveness and efficiency through the management and utilization of human, financial, and physical resources.
- Program and Change Management: Experience in successfully leading complex multi-stakeholder programs and change initiatives using best practices.
- Service Delivery: Ability to identify, understand, and meet/exceed the requirements of internal and external customers through best-practice approaches. This includes excellent project/time management, analytical/critical thinking, problem-solving, and decision-making skills.
- Relationship Management: Ability to establish and maintain effective working relations with members of City Council, private and public officials, unions, staff and the general public.
- Legislation: Knowledge and experience with applicable legislation and related regulations.
- Communications: Excellent written and oral communication and presentations skills with a solid track record of speaking. in public forums including effectively dealing with the media.
The 2023 annual salary range for this position is $182,037-$227,537. We offer a comprehensive benefit package including an Employee Assistance Program, Health and Dental Benefits and Life, Long-Term Disability, and AD&D Insurance. The City is an Ontario Municipal Employees Retirement System (OMERS) employer.
