DIRECTOR OF ECONOMIC DEVELOPMENT

This is an exciting new position with the City of Belleville, in the Chief Administrative Office (CAO), reporting directly to the CAO, and with direct reports of their own.

OVERVIEW OF THE POSITION:

The Director of Economic Development is accountable for leading the economic development function for the City, as well as creating and delivering innovative economic development programs that lead to positive outcomes and impacts on local businesses and business attraction, retention and expansion. The role involves developing, implementing, monitoring and reporting on strategic economic initiatives that are aligned with the City’s long-range economic development. Through partnerships that support the development of the City as a location of choice for investment/ trade, enterprise and growth, the position encourages cooperation between private enterprise and public agencies.

The role involves offering fiscal leadership and oversight to the Department; providing strategic advice to the CAO and elected officials; and promoting the City of Belleville to public and private partners while instilling corporate values that are aligned to the municipality’s strategic goals and objectives. The successful candidate will lead, develop, and maintain important ties with the community. They will support the establishment of policies and programs; liaising with the general public, contractors, community organizations, consultants, private corporations, government agencies and other key stakeholders; and coaching, leading and mentoring staff. The position functions as a key resource role for Council members and ensures that all services and operations are professionally sound and acceptable to Council and the community.


KEY ACCOUNTABILITIES AND RESPONSIBILITIES:

  • Develop and lead creative and innovative economic development strategies. Evaluate ongoing success of implemented strategies against short and long term strategic initiatives, directives and goals ensuring outcomes are aligned to identified KPIs.
  • Champion and act as lead spokesperson for Economic Development for the City of Belleville, responsible for the fulsome delivery of economic development initiatives and development strategies.
  • Monitor emerging business trends; analyze and examine their impact on the City’s economic development; recommend and implement new business trends evaluated to be of benefit to the City, acting as a primary contact and expeditor for business attraction.
  • Provide timely and appropriate advice and consultation to Council, the CAO and other department leaders, as it relates to economic development strategies, inquires and projects.
  • Identify and target business recruitment prospects; generate and manage a portfolio of direct corporate business leads and prospects and maintain record of lead/ generation activities.
  • Promote City of Belleville business development and services, trade and investment and/or strategic economic initiatives, social enterprise development and perform as an
  • expeditor for business attraction.
  • Review and approve prepared promotional materials and presentations that demonstrate the City of Belleville as a location of choice to present to investors.
  • Liaise with prospective businesses providing all requested information and resources to support business attraction
  • Collaborate with relevant internal stakeholders, receive development proposals from private development companies, businesses and industrial organizations and analyze the feasibility of these projects.
  • Coordinate and assist with local/domestic sales missions to promote the City and develop investment / business opportunities.
  • Assist private enterprise and community agencies to resolve community needs and stimulate economic development attraction. Identify key stakeholders in the community to strengthen collaboration toward economic planning and development.
  • Negotiate and/or assist with negotiating economic development contracts with private developers, businesses and industry.
  • Establish and maintain external strategic relationships with local realtors, business leaders, representatives of government, institutions and other community  organizations/local bodies involved in promoting economic growth
  • Review and authorize prepared and/or prepare business cases, terms of reference documents for tender, requests for proposals and other documents as required.
  • Liaise with and be main point of contact for all council presentations, reports, and inquiries
  • Foster collaboration with City departments for the purposes of information collection, data analysis and policy formulation regarding land development patterns, supportive of economic development.
  • Review and authorize recommendations to Planning/Building staff on land use and zoning policies affecting economic development and attraction.
  • Coordinate and attend recruitment events, trade shows and familiarization tours as a City representative, ensuring the marketing and prospecting of business opportunities.
  • Participates in various committees representing the needs of the City and advancing common goals and objectives, as it relates to economic development.
  • Provide direct people leadership to department staff.
  • Participate in annual operating budget process and exercises, Develop and maintain policies, programs and practices that guide the work activities of the economic development division and the broader organization

EDUCATION/SPECIALIZED TRAINING/SKILLS:
Essential (minimum) Qualifications:

  • University degree in Public Administration, Economics, Marketing or a related discipline.
  • Principles and practices of community planning, land use/growth management concepts, infrastructure improvement planning and capital facilities budgeting

Asset (preferred) Qualifications:

  • Knowledge of Federal / Provincial legislation, policy and programs related to business development, investment / trade, enterprise, innovation and growth.

WORK EXPERIENCE:
Essential (minimum) Qualifications:

  • Demonstrated 7 years’ experience delivering economic development, planning and business administration in a municipal setting
  • Experience leading and implementing long range economic/business development activities
  • 3 years’ people leadership experience
  • Demonstrated ability to lead, motivate and influence staff and external contacts
  • Demonstrated written and verbal communication skills,
  • Report and presentation writing and delivery skills
  • Proven analytical skills and abilities with a solution oriented focus
  • Demonstrated customer service and professionalism
  • Moderate to advanced Microsoft suite skills (including word, excel, PowerPoint, etc.)
