Human Resources Generalist / Health and Safety Specialist

Position Summary:

Reporting to the Manager of Human Resources, the Human Resources Generalist/Health and Safety Specialist provides strategic advice, problem resolution, and coordination of a range of day-to-day Human Resources issues that requires ingenuity and tactical decision-making within prescribed policy parameters. This position is primarily responsible for developing, implementing and maintaining the Municipality’s health, safety and wellness program and providing administration in the areas of recruitment, employee and labour relations, training and development, performance management, benefits and pension, claims management, coordination of the wellness program and maintenance of the human resources and employee files.

Key Responsibilities:

Recruitment and Selection

  • Coordinate all aspects of the recruitment and selection process ensuring a timely, organized and comprehensive process including job postings/advertisements; sitting as a member of the selection team, developing components to the selection process, etc.
  • Provide advice and support to management throughout the recruitment and selection process and ensure the process is carried out consistent with policy and applicable legislation.
  • Conduct reference checks, prepare employment contracts and ensure all new hire orientation and payroll documentation is completed and forwarded to Payroll.
  • Conduct analytical tracking of recruitment activities.

Health, Safety and Wellness

  • Maintain an effective health and safety program including development, implementation and maintenance of health and safety policies, standards, safe operating practices, training programs, hazard assessments, physical demands analysis etc.
  • Maintain the filing system for health and safety records within existing records management parameters.
  • Ensure the Municipality maintains compliance in all applicable health and safety standards.
  • Review and maintain the health and safety website, training matrixes and monthly implementation packages.
  • Act as liaison and provide guidance for all Joint Health and Safety Committees on activities such as meetings, training, inspections, etc.
  • Track and monitor all employee accidents/incidents/near misses.
  • Claims management in consultation with the Manager, including occupational and non-occupational claims and return to work plans.
  • Audit all corporate work groups and locations to ensure compliance with corporate policies and applicable legislation, regulations and standards.
  • Responsible for participating in any workplace safety programs and coordinating and completing related activities.
  • Participate in the investigation of accidents/incidents to determine cause, develop and implement corrective and preventative measures.
  • Liaise with various government agencies including the Ministry of Labour.
  • Develop and maintain the wellness program, including planning and implementation of events, resources, and liaise with Employee and Family Assistance Program (EFAP) provider.
  • Promotion of EFAP resources through on-boarding and on-going communications to employees.

General HR Administration/Other

  • Maintain all confidential employee records including ensuring accuracy and integrity of the human resources information system
  • Process human resources documentation associated with an employee’s hiring, promotion, transfer, termination, and other employee related events.
  • Interact with employees and supervisors providing assistance and functional expertise in relation to the completion of documentation and processes specific to the transaction type.
  • Identify, develop and implement human resources process improvements.
  • Participate on committees or working groups as assigned.
  • Implement and maintain the performance management process for all applicable employees.
  • Coordinate, at the direction of the Manger, leadership training for managers/ supervisors and applicable training for other employees.
  • Develop new training modules as it relates to new corporate programs or policies.
  • Participate in workforce planning and forecasting.
  • Participate in corporate Human Resources policy and program creation and maintenance of current policies by researching trends and best practices, as required.
  • Participate in specific projects, including but not limited to salary review, and attendance management, as required.
  • Conduct investigation process of complaints along with and under the direction of the Manager, as required.
  • Maintain good administrative and documentation protocols for position responsibilities.
  • Maintain the Intranet site as well as the Careers page of the Municipal website.
  • Develop and maintain various Human Resources forms.
  • Review and provide employee entitlements (vacation, lieu, sick) for department managers.
  • Administration of corporate employee benefits programs including, health benefit plans, life insurance policies and the OMERS Pension Plan.
  • Validate and process changes to employee records, including personal information, benefit coverage levels, beneficiary changes, salary/wage changes, etc.
  • Responds to/advise and ensures resolution of employee inquiries.
  • Provide a high level of customer service to internal and external contacts.
  • Comply with the Occupational Health and Safety Act, applicable regulations and the Municipality’s Health and Safety Program.
  • Other duties as assigned.

Qualifications, Knowledge and Skills:

  • Must have post-secondary education in Human Resources, Occupational Health and Safety or Business Administration or equivalent education and/or experience.
  • Must have or be working towards a Certified Human Resources Professional (CHRP) designation.
  • Must have a minimum of four years’ experience in Human Resources and occupational health and safety programs.
  • Certified Human Resources Leader (CHRL) would be an asset
  • Canadian Registered Safety Professionals (CRSP) would be an asset.
  • Association of Municipal Managers Clerks and Treasurers of Ontario’s Municipal Administrative Program (MAP) would be an asset.
  • Ability to demonstrate effective verbal and written communication skills.
  • Ability to demonstrate strong organizational skills and interpersonal skills, in a manner that supports a high level of customer service.
  • Ability to demonstrate sound judgment, using analytical and problem solving skills.
  • Knowledge of administrative procedures, including record and information management systems, policy and forms development and maintenance of the same.
  • Knowledge of related legislation such as the Occupational Health and Safety Act, Ontario Human Rights Code, Ontario Labour Relations Act and Employment Standards Act.
  • Knowledge within multiple functions of Human Resources Management principles and best practices including, but not limited to health and safety, recruitment, claims management, and labour and employee relations.
  • Ability to act independently within own area and effectively plan, coordinate, prioritize and execute tasks in a high-pressure environment.
  • Highly self-motivated and directed as position requires some original and independent thinking in developing improved methods, procedures or techniques to adjust or improve work processes.
  • Ability to exercise tact and diplomacy, respecting the confidentiality of information.
  • Ability to provide guidance and advice to others on a regular basis.
  • Team-oriented and skilled in working within a collaborative team environment.
  • Proficient in the use of technology and various software applications in a Windows based environment.
  • Must possess and maintain a valid Ontario Class ‘G’ Driver’s Licence.

Hours of Work:

This position is employed in an office environment for 35 hours per week. Attendance at off site and/or evening meetings and some overtime may be required at times. Strict confidentiality and constant interruptions are a demand of the position.

Salary Range:

$75,904.90 - $88,798.00 (2022 Rates). A comprehensive benefits package is included.
