Under the general direction of the Manager of Human Resources the Payroll and Benefits Specialist administers and maintains full cycle in house payroll and control of computerized payroll system for 360+ employees. This includes reviewing approved time input, processes payroll (bi-weekly, monthly, and annual) and working with Managers to address any time entry discrepancies. Process Record of Employment (ROEs) within Service Canada requirements. Distributes payment, provides payroll advice, files all related source documents and audit trails, ensures that the general ledger is updated. Completes year end processing and preparation of T4’s. Calculate, and process short term disability top up pay for approved disability claims. Ensures payroll, time entry and HRIS systems are fully documented. Implement wage grids changes as directed by policy, Council and the IBEW Collective Agreement.
In addition, this position administers and maintains the benefit program which includes providing employees with information about benefit coverage, processing enrolments, changes and terminations as well as processes OMERS enrolment, leaves, disability leaves and terminations as well as annual reconciliation and report requirements to ensure compliance with the pension plan.
Also prepares and submits monthly and annual remittances and reports to government and other agencies (e.g. WSIB, T4’s, CRA, OMERS, Union, EHT, benefit providers, Statistics Canada etc.). Prepares and processes monthly/yearly adjusting entries for general ledger system as well as research for reports, strategic plans, and by-laws. Assists with budget preparation and audit activities, as they relate to payroll and benefits administration.
The successful candidate will have:
- Post-secondary education in in accounting, business, payroll, human resources, or related fied
- Minimum 5 years of full cycle payroll experience using an inhouse system
- Experience in defined benefit pension programs and collective agreements
- Payroll Compliance Practitioner (PCP) required and Certified Payroll Manager (CPM) designation considered an asset
- Benefit Designation in either Certified Employee Benefits Specialist (CEBS) or Group Benefits Associate (GBA) is an asset
- Working experience with an HRIS
- In-depth knowledge of Canadian payroll legislation, Employment Standards, taxation rules and year-end reporting processes
- Knowledge of accounting, payroll regulations and information systems issues to assure smooth interface between functions
- Excellent analytic, mathematical and organization skill
- Strong attention to detail and ability to perform under time constraints
- Strong critical thinking, problem solving, conflict resolution skills
- Well-developed written and verbal communication skills, with the ability to communicate effectively and tactfully with all levels of staff and outside agencies
- Advance knowledge of MS Office applications such as Excel, Word and PowerPoint
The salary range for this position is $66,302.60 to $73,091.20 based on a 35-hour work week Monday to Friday and includes a comprehensive benefit package and vacation entitlement. This position is also available to work from home 3 days a week.
