Location: This position will enjoy a hybrid working arrangement. When required to attend the office, you will be based out of City Hall, 426 Brant Street, Burlington. Work location is subject to change at the discretion of the City due to operational demands.

Position Overview:

Attraction and retention of staff are two of the highest priorities for the City of Burlington.  To support these priorities, we have created a new position – Manager of Total Compensation and Data Analytics.

Responsibilities: 

The total compensation portfolio includes responsibility for base salary/wage strategies and policies for both union and non-union employees, developing and maintaining our job evaluation and pay equity systems, managing benefit contracts, financing strategies and communications and developing a rewards and recognition strategy for the organization.   

The data analytics side of the portfolio is entering a very exciting phase at the City as we embark upon the implementation of Workday for our human capital management and finance systems.  Once implemented, this position will have the unique opportunity to look at data and create a new path forward.  Our data will be integrated and will be used to assist the City in making strategic decisions that are aligned with Council’s strategic plan.   

The people leader part of this portfolio involves a commitment and genuine interest in supporting and developing staff, and consistently demonstrating the City’s values.

In this role, you will become part of the HR management team and will work across the organization providing guidance to both HR professionals and the City’s leadership team.

Requirements:
 
You bring to the role at least seven (7) years of experience in the following areas: 
Developing base compensation strategies, approaches and modelling/mining;
Managing and negotiating benefit contracts, identifying plan design opportunities, and options;
Enhancing recognition strategies, looking for creative approaches to recognition and appreciation; and
Implementing new and managing current job evaluation and pay equity systems.
 
Your education and competencies will include:
A four-year university degree in Business Administration, Human Resources Management, Accounting or a similar field;  
Certification in compensation and/or benefits through associations such as the International Society of Certified Employee Benefit Specialists World at Work, or other agencies will be considered an asset;
Creativity and advanced skills with data modelling and analytics – understanding leading and lagging indicators and the ability to identify root causes versus symptoms, and
Report writing, research and presentation skills which will assist you in communicating total compensation concepts and challenges and recommendations to move forward.
