Children's Services Supervisor

We are seeking a candidate with leadership qualities and a willingness to develop their abilities as a people-leader to support DTSSAB Children’s Services staff and child care and early learning programs in the District of Timiskaming.
 
Responsibilities:
The DTSSAB is the service system manager for District child care agencies that provide licensed child care, home child care, special needs resourcing, before and after school programs, and family resource centre programs. 
 
The Children’s Services Supervisor reports to the Children’s Services Manager and supervises the activities of the Children’s Services Program staff as well as, oversees front line functions relating to eligibility and quality assurance, ensuring that services are provided in an effective and consistent client-centered manner across the District, compliant with Provincial policy, legislation and service contract requirements, and also in accordance with the DTSSAB’s mission and vision. 

The Supervisor also supports District child care and early learning programs by ensuring the effective and efficient operations of Providers, making recommendations for continuous improvement and development, preparing policies and administrative practices relating to the delivery of services, and assessing Provider performance and legislative compliance. 
 
The incumbent is responsible for knowledge and skills relevant to: providing effective leadership and support to DTSSAB staff in their day-to day responsibilities, helping to define team goals and objectives, monitoring performance and outcomes, implementing policies and best practices, as well as providing input and feedback on broader organizational matters and planning.
 
This position conducts operational reviews and compliance audits with Early ON/ON Y Va Child and Family Centres, participates in the development of the Children’s Services District plan, supports the development of initiatives to respond to District issues (i.e.: low utilization, resource shortages), participates at the Community Planning Table, works with child care and early years programs to ensure accurate and timely reporting of data, and liaises with external stakeholders and partners regarding inquiries or requests. Monitors special needs resourcing throughout the District to ensure the needs of programs, families and children are being met.
 
Additionally, in this role the Children’s Services Supervisors will:

  • Motivate, guide and coach staff, provide constructive and timely feedback and effectively support job satisfaction and growth
  • Empower team members to make decisions, as well as encourage innovative ideas and approaches
  • Effectively share information and foster open communication with staff 
  • Work closely with the Children’s Services Manager and with team members to successfully implement positive changes 
  • Help resolve issues and respectfully manage conflict:

Demonstrated competencies and experience:

  • Graduate of post-secondary education in Early Childhood Education (ECE) (i.e., 2-year diploma), registered with the College of Early Childhood education is a requirement 
  • Proven leadership behaviours and qualities, collaborative work style, strong people-orientation, exemplified work ethics, positive staff interrelations, demonstrated contributions to improving workplace culture and team cohesiveness 
  • Three (3) years of relevant and successful supervisory experience, including involvement with budgeting, combined with appropriate academic credentials. An equivalent combination of experience and education will be considered 
  • Strong, direct experience working with children’s services providers, with proven client service abilities
  • Demonstrated ability to earn the trust of others based on respect, professionalism, positivity, integrity and humility; proven relationship and team building skills to work well with team members and effectively collaborate with external stakeholders
  • A high level of situational awareness, emotional intelligence, consideration, and the ability to embrace and promote diversity
  • Sound judgement, critical thinking, common sense in problem solving and decision-making, strong conflict resolution abilities
  • Advanced verbal, active listening and writing abilities, as well as tact and diplomacy in communicating with others
  • A high degree of accountability and discretion due to exposure to confidential and potentially sensitive information
  • Proven attention to detail, driven by quality standards, as well as excellent time management practices and organizational skills
  •  Adaptability and openness to change, growth and innovation
  • Experience in understanding, interpreting and applying legislation, regulations, policies and standards
  • Advanced computer proficiency and the ability to develop technical knowledge of relevant applications used 
  • Knowledge of the Children’s Services program and systems used to support the delivery of child care operations, as well as an understanding of related legislation funding processe
  • The ability and willingness to travel regularly throughout the District regularly, as visits to child care providers is required
  • Bilingualism (fluency and proficiency in verbal and written French and English communication) is an asset

 
2022 salary is from $74,771 to $90,154 (commensurate with qualifications), with competitive benefits and an OMERS pension.
